Kamel Chikhi au cœur d’un nouveau scandale

L’information s’est répandue comme une traînée de poudre dans le milieu judiciaire et a fait l’effet d’une bombe. Le fils de l’ancien Premier ministre, Abdelmadjid Tebboune, le chauffeur personnel de Abdelghani Hamel, patron de la police, mais surtout le procureur de Boudouaou et son adjoint ont été inculpés mardi dernier et placés, tard dans la soirée, sous mandat de dépôt par le juge de la 9e chambre du pôle pénal spécialisé d’Alger. Ils sont tous poursuivis pour leurs liens présumés avec Kamel Chikhi, propriétaire de la viande congelée, importée du Brésil et dans laquelle étaient dissimulés les 701 kg de cocaïne saisis au port d’Oran, le 29 mai dernier. Entassées dans la salle d’attente du deuxième étage où se trouve le bureau de la 9e chambre, de nombreuses personnes, notamment des magistrats, ont passé la nuit et certaines n’ont été entendues que durant la journée d’hier. En tout 22 personnes ont été convoquées par le juge et auditionnées, alors que la liste reste encore ouverte. C’est la première fois que l’appareil judiciaire se retrouve ainsi éclaboussé par une affaire aussi grave pour laquelle 11 magistrats ont été suspendus, sur les 18 entendus par l’inspection générale du ministère de la Justice. Tout ce branle-bas de combat a été déclenché dans le sillage de l’affaire des 701 kg de cocaïne au centre de laquelle se trouve Kamel Chikhi, dit «le boucher», âgé d’une quarantaine d’années, converti, en un court laps de temps, en un magnat de l’immobilier qui dépense sans compter pour se payer des villas situées dans des quartiers résidentiels, les raser et en faire des tours. A chaque fois que ses bulldozers entament les travaux de démolition, Chikhi fait face à la colère des riverains qui, dans la majorité des cas, se retrouvent déboutés par les tribunaux auxquels ils s’adressent. Que ce soit à Hydra, où ses engins ont provoqué un éboulement, ayant causé la mort d’un enfant, ou à Bir Mourad Raïs, où il a rasé un immense bois pour ériger une tour, ou encore à Ben Aknoun où il a obtenu un permis de construire d’un ensemble immobilier de plus de 10 étages, malgré les réserves de l’urbanisme, ou encore à Kouba, non loin du cercle de football où ses bulldozers ont failli faire effondrer des habitations, Kamel Chikhi arrive toujours à ses fins. Ceux qui le connaissent savent qu’il ne recule devant rien, puisqu’il a les moyens de corrompre les plus irréductibles. Ses connaissances sont très nombreuses et aussi importantes les unes que les autres. Dans la magistrature, la liste est longue. Mais c’est surtout à Alger et à Boumerdès, où ses amis se comptent le plus. Certains ont été mutés ailleurs. C’est le cas le procureur général de Sétif, d’ailleurs entendu par les inspecteurs du ministère de la Justice. Beaucoup de ses «amis» fréquentent son bureau où les caméras de surveillance ont enregistré leurs va-et-vient mais aussi ceux de nombreuses personnalités ou de leurs enfants. Il faut dire que Kamel Chikhi est connu pour «sa générosité» envers ses «amis», qu’il gratifie souvent de biens immobiliers, mais parfois d’aide financière, ou alors de voyages tous frais payés. Pour le juge de la 9e chambre, les présumées preuves sont suffisantes pour qualifier les faits reprochés aux magistrats inculpés d’«indus avantages» octroyés par Kamel Chikhi, «en contrepartie de services rendus». Ils ne sont pas les seuls, puisque d’autres seraient sur la liste des convocations. Visiblement, le juge semble avoir entre les mains une feuille de route bien définie. Celle d’identifier les complicités qui ont permis à Kamel Chikhi d’être au-dessus de la loi et d’ouvrir les portes les plus blindées. Ainsi si le chauffeur personnel du DGSN a été inculpé pour les services qu’il lui rendait afin de lui faciliter ses passages aux frontières, le fils de l’ancien Premier ministre s’est retrouvé inculpé et mis en détention pour le rôle qu’il aurait joué pour lui décrocher, nous dit-on, la licence d’importation de la viande. Mais, la liste des personnalités que Kamel Chikhi fréquentait ne s’arrête pas à ces deux personnages. Ses connaissances au sien de la police, de l’armée, de certains ministères sont aussi nombreuses que puissantes. Aujourd’hui, ce sont principalement les magistrats qui se trouvent au-devant de la scène, parce que le ministre de la Justice a ouvert une enquête sur toutes les affaires de Chikhi traitées par les tribunaux. Peut-on voir la même enquête sur les réseaux de ce magnat de l’immobilier dans d’autres administrations (fiscale, militaire, de la sûreté nationale et des collectivités locales) ? Autre question pesante. Aussi importante soit-elle, ces investigations ne doivent en aucun cas nous éloigner de l’affaire de la cocaïne, qui à ce jour n’a pas livré les secrets sur sa destination finale, ses propriétaires et les membres de l’organisation chargés de l’importer, la faire transiter par l’Algérie et l’acheminer vers acquéreurs. Hier, le collectif d’avocats des six prévenus placés sous mandat de dépôt, dans le cadre de ce dossier, dont Kamel Chikhi, ses deux frères, un de ses associés, son directeur financier et un de ses agents, a plaidé devant la chambre d’accusation pour une mise en liberté des mis en cause, mais il a été débouté en fin de journée. A ce jour, aucune commission rogatoire n’a été délivrée aux autorités espagnoles et brésiliennes pour connaître les circonstances de cette expédition de plus de 700 kg de cocaïne dans des cartons censés contenir de la viande.
