- Votre parti vous a désigné comme candidat à la présidentielle de 2019. Qu'est-ce qui a motivé votre candidature ? Ma candidature est motivée par la volonté des camarades de redonner à l’action politique une tonalité militante. Le MDS construit son discours autour de la valeur travail comme forme de légitimation du statut social. C'est une caractéristique essentielle des sociétés modernes. En politique, le mérite et les compétences sont les résultats d’un parcours militant, d’un engagement et d’une capacité à offrir aux Algériennes et aux Algériens un projet alternatif global répondant à leurs aspirations. Ce sont là les fondements de ma candidature. Il faut opposer cette manière de faire à la volonté du pouvoir de disqualifier le politique par la médiocrité, la cooptation, l’opportunisme et le fatalisme. Je suis le candidat qui veut réhabiliter le mot combat. Il ne faut jamais oublier que notre chère patrie est le pur produit d’un combat pour l’émancipation et que la République a été sauvée par la lutte contre le terrorisme islamiste. Le progrès c’est tout, sauf l’amnésie. - Vous parlez de terrorisme et d'amnésie. Vous avez flirté avec l'islamisme. Au début des années 1990, vous étiez au FIS dissous, avant de prendre le chemin inverse. Comment avez-vous vécu cette «expérience»? En quoi elle vous a été bénéfique pour la suite de votre parcours ? J’ai fréquenté la mosquée depuis l’âge de 6 ans, cela m’a permis d’être élevé dans l’éthique de la justice, car pour moi elle est la valeur essentielle de l’islam, sans oublier le rôle de mes parents et de mes grands-parents qui m’ont inculqué l’amour de la mère patrie à travers les valeurs émancipatrices de Novembre. L’islam et Novembre m’ont conduit vers le FIS au début de mon engagement politique, mais rapidement, j’ai découvert que l’islamisme était une supercherie. La violence envers la société et surtout envers les femmes était l’élément qui a déclenché en moi cette prise de conscience. Je ne pouvais pas accepter la diabolisation de ma mère et de toutes les femmes qui travaillaient, car ma mère était enseignante de français, et je voyais en elle l’idéal de l’engagement pour le bonheur des autres. En réalité, c’est la mosquée et ma famille qui m’ont immunisé contre l’idéologie meurtrière du FIS, qui m’ont permis de comprendre le message du MDS et du défunt El Hachemi Cherif et d’y adhérer. - Beaucoup de partis de l'opposition et de candidats indépendants aux dernières élections législatives et locales ont dénoncé la loi électorale considérée comme antidémocratique, et parlent de fraude anticipée, à travers le rejet de nombreuses listes sans motif valable... Qu’en pensez-vous ? Cette loi ne risque-t-elle pas de vous poser problème ? Cela va de soi. Le code électoral a été réformé au moment où le MDS renouait avec les élections après avoir été le promoteur le plus conséquent du boycott. Nous considérons qu'il a été la principale cible de cette réforme dont la classe politique s'est accommodée jusqu'à ce qu'elle commence à en subir les contraintes. Moi président, l’inscription sur le fichier électoral sera automatique comme c’est le cas pour le service national. Les partis, les associations et les médias seront soumis à un système déclaratif, l’Etat algérien a les moyens pour faire face aux tentatives de subversion de la minorité, dont les intérêts sont liés à l’étranger, plutôt que de sanctionner 99% de la population. Nous sommes en face d’un système politique qui ne facilite pas la tâche aux forces qui le contestent. Cependant, nous pouvons considérer que le pouvoir est sur la défensive quand il adopte ces méthodes autoritaires. Je suis dans une logique de conquête et cela demande la participation de toutes celles et ceux qui veulent que notre pays avance. A ce pessimisme de la contestation, il faut opposer l’optimisme du combat. Nous devons continuer à être des acteurs de notre destin, pas devenir des spectateurs. Le pouvoir est conscient de cette équation, et il fait tout pour favoriser le désengagement politique, car c’est devenu un facteur qui détermine la reproduction du système. - Vous n'êtes donc plus en faveur du boycott des élections... Pour moi, le boycott que prônait le MDS a pu atteindre ses objectifs, l’autonomisation de la société par rapport à un système qui voulait rendre la participation comme un acte d’allégeance, et la disqualification de l’islamisme qui menaçait la République. Il s’agit maintenant d’exprimer cette autonomie par la récupération des urnes. La participation active est le prolongement du boycott actif dans un autre contexte. Le Printemps arabe a montré que le changement dans le monde actuel ne peut être que pacifique et que la voie des urnes est la meilleure garantie pour y arriver. - Comment comptez-vous affronter le régime politique qui dispose de gros moyens et qui emploie toute sa synergie pour se maintenir au pouvoir ? J’appartiens à une génération qui a payé le prix du sang pour obtenir le pluralisme démocratique, sauver la République et consacrer tamazight comme langue nationale et officielle. Rien ne se donne, tout s’arrache. Nous allons transformer ces élections en un moment de combat pour la construction d’une véritable alternative démocratique. Pour moi, la présidentielle, c’est la mère des batailles. - Votre candidature bénéficie-t-elle de l'appui d'autres partis ou de personnalités nationales ? Beaucoup de militants de la société civile ont appuyé cette candidature, mais pas de partis jusqu'à maintenant. - Une initiative a été lancée pour une candidature unique de l'opposition à la présidentielle. Une initiative à laquelle votre parti n'a pas répondu favorablement. Pourquoi ? Le MDS n’a pas été sollicité pour cette initiative, qui est d’ailleurs restée sans prolongement. Pour moi, la dichotomie pouvoir/opposition nous éloigne de la réalité des choses, car le système englobe la majorité de ladite opposition. Ma candidature est celle de la société civile et des partis politiques qui aspirent au changement. Les fortes proportions de l’abstention et du vote blanc, lors des dernières élections, sont un message cinglant de la société envers le pouvoir et cette opposition. Le peuple met tout le monde dans le même panier. Toute initiative de rassemblement doit s’inscrire dans une logique de rupture et non dans celle de reproduction du système. Et c'est parce que je suis le candidat de la rupture que je suis donc le candidat le plus à même d’incarner ce besoin de changement. - Vous êtes candidat à la prochaine présidentielle dans un contexte de crise financière qui s'accentue. Comment comptez-vous remédier à cette situation ? Les mots sont des armes, et être sous la domination des concepts des ennemis ou adversaires, c'est le début de la défaite. Le mot crise cache une réalité implacable : celle des gagnants qui veulent continuer à gagner et des perdants qu’on veut abandonner alors qu'ils constituent la majorité du peuple algérien. Je suis candidat dans un contexte de reproduction des injustices, de reproduction du modèle fondé sur la spoliation des richesses, la fuite des capitaux et la surfacturation des opérations d'importation, la fraude fiscale, l'informel et l'amnistie pour les forces de l'argent sale, alors qu'on veut imposer l'austérité au nom de la baisse des prix des hydrocarbures. Par conséquent, il faut aller vite et d’une manière irrévocable vers un modèle à l’opposé de tout ça. Sous ma présidence, je nommerais un large gouvernement de travail fondé sur l’accumulation nationale par la production et sur l’Etat de droit par l’intégration de l’informel et la consécration du plein emploi et de la justice sociale. Pour cela, je changerais la monnaie afin de bancariser l'argent dont notre économie a besoin et je réorienterais les subventions vers les salaires. - L'Algérie cherche vainement à sortir de sa dépendance outrancière du gaz et du pétrole. Quelle est, selon vous, la solution pour dynamiser les exportations hors hydrocarbures ? Avant tout, pour ceux qui disent que les hydrocarbures, c’est le malheur de l’Algérie, il faut répondre que, au contraire, c’est une chance qu’il faut saisir pour asseoir notre développement. La révolution industrielle en Europe ne pouvait pas se faire sans un coût bas de l’énergie fossile. A l’époque, c’était le charbon. Il faut orienter notre énergie vers la production des richesses, pas vers la consommation. Nous avons commencé à le faire après la nationalisation des hydrocarbures dans les années 1970, et puis il y a eu la dérive du désinvestissement au profit de l’import-import qui a commencé dans les années 1980. Il s’agit maintenant de corriger et changer l’orientation. Comme je l’ai dit auparavant, le progressiste doit avoir une mémoire. Eux pour se maintenir, ils veulent nous rendre amnésiques. Je comprends que certains soient dubitatifs, mais même s’il existe une chance sur mille de gagner, il est de notre devoir de la saisir pleinement car rien n’est inscrit d’avance. - Quelles sont les grandes lignes de votre programme présidentiel ? Mon programme est basé sur le rétablissement de la souveraineté de l’Etat sur son économie et la rendre productive et la consécration de l’Etat de droit et des libertés. Pour cela, je dois, en tant que président de la République, réintégrer l’économie informelle par le changement de la monnaie, et installer ainsi une justice en terme de fiscalité, récupérer l’argent du peuple à l’étranger et mettre fin à l’hémorragie de l’import/import et la fuite des capitaux, booster l’investissement productif public et privé et rationaliser les dépenses par la transformation des subventions en salaires, et enfin, installer l’Algérie dans la modernité politique et sociétale par la consécration de la justice sociale, par l’égalité des droits entre tous les Algériens, peu importe leur confession ou leur genre, et par la reconnaissance par la loi de toutes les libertés, collectives ou individuelles.
