Limiter l’affaire des 701 kg de cocaïne saisis à Oran à Kamel Chikhi et ses frères, c’est clore définitivement ce gros dossier pour protéger les vrais barons. Que ce soient Zendjabil, le Pablo Escobar de l’Oranie, ou Saïd l’«Emigré», membre d’un réseau de trafiquants de drogue de renommée internationale, évadé d’une prison française, puis installé en toute quiétude en Algérie, les barons de la drogue n’ont pu ériger des fortunes colossales que grâce à leurs relations bien placées, tapies dans l’ombre et qui leur permettent d’agir en toute impunité… Peut-on croire que l’affaire des 701 kg de cocaïne saisis au port d’Oran dans des containers de viande congelée, importée du Brésil avant de transiter par le port de Valence en Espagne, se limite à Kamel Chikhi, un puissant promoteur immobilier, ses deux frères, un de ses associés et deux de ses employés ? Il serait naïf de le croire, comme l’a si bien dit un des avocats constitués dans l’affaire. Bien qu’il bénéficie de la présomption d’innocence, Kamel El Bouchi (le boucher) comme aiment l’appeler les gens de Kouba (Alger) où il a une boucherie très fréquentée pour ses prix assez bas, a érigé un empire financier qui suscite de lourdes interrogations sur l’origine de sa fortune. En quelques années, il a réussi à faire flamber le prix de l’immobilier dans cette commune, où il a racheté de nombreuses villas coloniales dans des quartiers résidentiels, avant de les raser pour lancer la construction d’une dizaine d’ensembles immobiliers, suscitant la colère du voisinage. Il en est ainsi dans tous les quartiers huppés de la capitale comme Hydra, Les Sources, ou encore Dély Ibrahim et Ben Aknoun. Cet homme d’une quarantaine d’années ne lésine pas sur les moyens pour obtenir les autorisations et les permis de construire les plus difficiles à avoir avec une célérité déconcertante. Ses relais dans l’administration sont nombreux et ses connaissances se comptent parmi les plus hauts cadres dirigeants, les ministres et même dans les rangs de la police et de l’armée. Aidé par un ancien banquier, Chikhi crée plusieurs sociétés, tantôt des Eurl et tantôt des Sarl, pour se lancer dans plusieurs activités. En quelques années, il devient non seulement un magnat de l’immobilier, un des principaux importateurs de viande congelée, mais aussi un des fournisseurs en viandes de certaines casernes de police et militaires. A Alger, ses relais sont nombreux et ses concurrents ont vite baissé rideau vu sa colossale richesse. Certains se demandaient si cette fortune n’était pas liée au terrorisme. L’interrogation n’était pas fortuite. Des rapports sécuritaires ont fait état de supposés liens entre ses activités et le blanchiment de l’argent du terrorisme en raison de ses relations avec certains repentis. Le rapport n’a jamais eu de suite. Tout comme l’enquête judiciaire ouverte à Alger sur sa fortune en 2015. Très généreux envers ses «amis» bien placés, Chikhi ne compte jamais l’argent qu’il dépense pour eux. Il rappelle bizarrement Saïd l’«Emigré», de son vrai Ahmed Yousfi Saïd, ce trafiquant de drogue des quartiers lyonnais qui s’est évadé d’une prison française où il purgeait une peine de 20 ans, qui est rentré en Algérie et qui, en quelques années, est devenu l’homme le plus riche du quartier de Mohammadia, à l’est d’Alger, finançant à coups de milliards les clubs sportifs, la construction de mosquées et l’achat de nombreux biens immobiliers. Saïd l’«Emigré» connaissait et servait tout le monde, au point où il vivait en toute quiétude, fréquentait la mosquée, alors qu’il faisait l’objet de plusieurs mandats d’arrêt internationaux. Une fois démasqué, il se réfugie au Maroc, où il entretient des liens avec de hautes personnalités. Quelques années plus tard, Saïd revient à Alger, dans son quartier, où sa villa est pourtant sous scellés. Il commet l’erreur de kidnapper le jeune Yarichane, alors qu’il sortait de chez lui à Dély Ibrahim, pour obliger son père à lui restituer une partie de son argent. L’enfant reste séquestré au sous-sol de la villa pendant des jours, jusqu’à ce que les forces de sécurité le retrouvent et l’arrêtent. Saïd l’«Emigré» était un des barons du trafic de cannabis entre la France, l’Algérie et le Maroc, mais jamais il n’a été inquiété. Avec l’argent de la drogue, il arrivait à corrompre bon nombre de ceux qui pouvaient le gêner. Tout comme Ahmed Zendjabil, celui qu’on nommait «le Pablo Escobar de l’Oranie» dans les années 1990 et 2000, avant qu’il meure dans une clinique privée à Chlef, ville d’où il était natif. Au plus fort des attentats terroristes, Zendjabil avait réussi à constituer une organisation de convoyage et de commerce du cannabis importé du Maroc. Une véritable toile d’araignée dont les rets ont atteint des personnalités du royaume, mais aussi de nombreux gradés algériens, militaires et policiers, qui l’aidaient à sécuriser ses convois de cannabis. Les nombreux mandats d’arrêt internationaux dont il faisait l’objet ne l’ont à aucun moment empêché de renforcer son organisation à Oran, où il était reçu avec le tapis rouge par les autorités aussi bien militaires que policières. L’ancien directeur de l’action sociale d’Oran avait dénoncé les complicités de certains responsables, dont l’ancien chef de la Sûreté de wilaya, le wali et l’ancien chef de la 2e Région militaire qui, d’après lui, assuraient à Zendjabil la protection. De par sa proximité avec un pays premier producteur mondial de cannabis, Oran est devenue la capitale du trafic de drogue et du blanchiment. En quelques années, de nombreuses fortunes ont surgi du néant et des ensembles immobiliers, des tours et des hôtels ont poussé comme des champignons. Les réseaux de narcotrafiquants sont nombreux et très organisés. Le choix de cette ville pour faire transiter les 701 kg de cocaïne n’est pas innocent. Les experts s’accordent à dire que cette drogue n’était pas destinée à l’Algérie étant donné qu’il n’y a pas de marché de consommation ; elle devait transiter seulement avant de poursuivre sa route vers une autre destination, l’Europe ou le Moyen-Orient, grâce à un réseau chargé d’assurer le voyage en «achetant la sécurité de la route», c’est-à-dire s’arranger pour que la marchandise passe tous les points de contrôle grâce aux complicités des uns et des autres. Cela ne veut pas dire qu’Alger n’a jamais été une plaque tournante du trafic de drogue. Loin de là. En 2012, 200 kg de cocaïne ont été interceptés par les autorités espagnoles et l’enquête a révélé qu’ils avaient été acheminés d’Alger ; il y a moins d’une année, les services de sécurité ont récupéré 156 kg de cocaïne déclarés comme «poudre de lait» par l’importateur au port sec de Baraki, mais les deux enquêtes se sont terminées en queue de poisson. De telles quantités de drogue ne pouvaient être acheminées jusqu’à Oran ou Alger s’il n’y avait pas, en amont, des personnalités bien placées qui assurent justement «la sécurité» de la marchandise. Il est donc impensable que Kamel Chikhi et ses frères soient les seuls responsables de l’opération d’importation de cocaïne. Faire croire qu’ils le sont, c’est clore définitivement le dossier de cette grosse affaire pour protéger les vrais barons…
