E-tourisme : l’Algérie va-t-elle rater le virage ?

A l’ère d’Air Bnb et des comparateurs d’hôtels sur internet, l’e-tourisme peine à trouver ses marques en Algérie. Le touriste algérien est souvent contraint de recourir au système D pour planifier son voyage. Il existe pourtant des compétences confirmées dans le domaine et une envie d’aller de l’avant des acteurs du secteur. Quels en sont alors les éléments de blocage ? Tentative de réponse. Préparer son voyage en un seul clic. C'est maintenant la règle dans presque tous les pays du monde. La révolution numérique a profondément transformé le tourisme dans tous les domaines: production, marketing, vente, consommation, relation-client… Chez nous, les choses sont un peu plus compliquées. Certes, ils sont "près 50 % à avoir planifié leur voyage et séjour sur internet", selon le ministère de la Poste et des TIC (Sitev 2014), mais en l’absence du e-payement freine les ardeurs des «startupeurs» et des opérateurs. Les touristes qui souhaitent planifier leurs vacances sur internet ont recours à quelques ruses pour y parvenir. "C'est bien plus simple de tout préparer sur le net. Cela revient beaucoup moins cher que de passer par une agence, mais le problème réside dans l'absence du e-payement", explique Merouane, jeune cadre d'entreprise qui prépare en ce moment ses vacances pour Barcelone. "Pour cela, j'utilise la carte bancaire de mon frère vivant à l'étranger pour effectuer les opérations de payement, je le rembourse cash juste après", confie-t-il. De leur côté, beaucoup d'agences de voyages suivent de près l'évolution numérique du secteur, renforçant notamment leur présence sur les réseaux sociaux et rivalisant d’offres et de promotions alléchantes. Saïd Benkhelifa, expert international du tourisme, explique que le marketing touristique digital permet de faire de la bonne communication et de la promotion, dans des délais courts et peu coûteux. «Chez certaines agences de voyages privées dynamiques et réactives, le tourisme numérique ou e-tourisme est déjà bien maîtrisé et bien exploité, nous affirme-t-il. Au niveau du ministère du Tourisme, de l'ONT (Office national du tourisme) et des 48 directions du tourisme de wilaya, il n’y a parfois même pas de portail ou de site internet !». Et de poursuivre : «Le tourisme numérique est digital, la digitalisation touristique n'est pas à l'ordre du jour. Mermouri, le précédent ministre, en a parlé, mais c'est encore au point mort. Par manque de budget idoine, de compétences pour l'application et par manque de conviction !» Manque de conviction ? En effet, sous la houlette de l’ancien ministre du tourisme, Hassan Mermouri, quelques efforts en été consentis afin de développer le e-tourisme, promettant de doter d’ici la fin de l’année en cours 66 structures hôtelières de bases de données dans une première phase avant de généraliser cette action pour l’ensemble des établissements en 2018. Toutes nos tentatives pour savoir où en est le projet auprès des responsables du secteur sont restées vaines. Une initiative nommée "Cluster Tourisme", regroupant un bon nombre de start-up algériennes, devait donner un coup d’accélérateur au programme de développement du tourisme numérique. Parmi elles, figure notamment l'entreprise algérienne spécialisée dans l'engineering, Ayrade, qui a mis en place une plateforme de réservation d'hôtels et de billets d'avion en ligne. Son directeur, Lamine Belbachir, nous en explique les contours : "La plate- forme Cyber Leo (www.cyberleo.services ) est une application web qui permet d'effectuer des recherches d'hôtels ainsi que les vols à travers le monde, principalement en Algérie, afin de faciliter la sélection pour l'internaute, elle permet aussi de valider et de réserver l'hôtel, ainsi que le vol adéquat. Elle est opérationnelle, sauf que le paiement électronique ne l'est pas encore malheureusement, on attend la libération du e-paiement pour les autres secteurs et sociétés, afin de le mettre sur notre plate- forme et faire bénéficier aux Algériens ainsi qu'aux étrangers d'effectuer une recherche et réservation via notre plate- forme ainsi que son paiement". Parmi les pierres d’achoppement au développement de ce secteur, le directeur d’Ayrade cite notamment le "manque d'infrastructures en Algérie (notamment d’hôtels) pour séduire plus les touristes étrangers et algériens". «Déjà, dit-il, la culture du tourisme local n'est pas incluse ni généralisée, manque d'infrastructures, difficulté d'avoir le visa algérien pour les touristes étrangers ainsi que les flottes aériennes ( algérienne ) pas très riches, ni concurrentielles". Difficultés structurelles Car les difficultés sont d'abord structurelles: le manque d’attention portée par les pouvoirs publics à ce secteur et le faible souci de l’image de l'Algérie font que le tourisme a toujours été le parent pauvre de l'économie algérienne. Dans les faits, le secteur qui a toujours eu du mal à se doter même d’un site web digne de ce nom et la présence de la destination Algérie sur internet est souvent réduit à des pages statiques avec quelques images de paysages et, surtout, très peu d’informations pratiques pour les touristes. Sur le site de l'ONAT, le clic sur le bouton "réserver" conduit à recevoir un devis de son séjour. Un petit effort a été consenti, mais il faudra tout de même se déplacer pour payer.
