La vidéo de la journaliste Layla Haddad a été vue, jusqu’à hier, par cinq millions d’internautes. Cette déferlante ne s’explique pas par son contenu. Ce qu’elle dit n’est pas nouveau, il est même au cœur du débat politique : une partie de la presse et bon nombre de partis et de personnalités politiques – ainsi que de larges pans de l’opinion publique – demandent régulièrement à Bouteflika de mettre fin à son long règne à la tête du pays, du fait de son état de santé largement détérioré et en raison de l’usure du système politique qu’il a construit à son image et qui a fini par fonctionner au seul bénéfice des clans gravitant autour de lui ou de la fonction présidentielle. Layla Haddad n’en dit pas plus que les quatorze personnalités algériennes qui, récemment, ont adressé une déclaration au président de la République et elle na va pas aussi loin que le RCD, le FFS, le PT, Talaie El Hourriyet et Jil Jadid, et d’autres encore, qui, régulièrement, font le procès du régime. Si les autorités n’avaient pas affiché une grande colère publique, la vidéo de la journaliste serait passée inaperçue, ou du moins peu vue. Le pouvoir a eu l’effet inverse de ce qu’il attendait. C’est internet qui gère aujourd’hui le monde et les dirigeants algériens ne le savent pas ou tentent de l’ignorer. Nos citoyens redécouvrent la Toile à une vitesse stupéfiante et font appel à elle pour s’informer et se faire une idée sur les grandes questions se posant au pays. L’opinion publique n’est plus forgée, ou très peu, par les médias ou les courroies de transmission classiques. Il est vain et surtout contre-productif de faire jouer la censure ou la propagande. Les autorités se cassent les dents à chaque fois qu’elles s’aventurent de le faire. Leur réaction, s’agissant de Layla Haddad, a été gratuite, disproportionnée et contre-productive, d’autant qu’a été mise en avant, sans aucune preuve, la thèse du complot – puisée dans le vieux lexique du parti unique – dans lequel serait mêlée la journaliste sous la bannière de l’Union européenne, dont le représentant à Alger a estimé que l’UE n’est en rien «comptable» des déclarations des journalistes qu’elle accrédite en son sein, lesquels, ajoute-t-il opportunément, ont le droit de s’exprimer et de jouir de la liberté d’expression. Celle-ci, précisément, reste encore une des conquêtes les plus fragiles des luttes démocratiques dans le pays. Elle est malmenée régulièrement, la toute dernière affaire concerne l’arrestation musclée à Oran d’un journaliste et d’un blogueur pour des révélations concernant la gestion du port d’Oran. Ce genre de pratiques est devenu chose courante au point d’émouvoir les ligues de défense des droits et les professionnels des médias. Les éditeurs de la presse électronique ont dénoncé «le retour aux pratiques d’un autre âge». Le mot est lâché, un autre âge, c’est-à-dire des procédés datant de l’ère du parti-Etat, ceux d’un régime et d’un président de la République omnipotent, au-dessus de tous, y compris des lois, s’appuyant pour régner tantôt sur les services de renseignement, tantôt sur les apparatchiks du parti unique, généralement les deux en même temps. Mais au fil du temps, des épreuves et des souffrances souvent terribles (Printemps 1980, Octobre 1988, décennie 1990), les Algériens ont appris à se battre et à se méfier de tout ce qui vient «d’en haut», notamment des manœuvres visant à perpétuer les systèmes et leurs hommes. Celle qui se présente, aujourd’hui — un 5e mandat pour le président de la République —, ne peut être vouée qu’à l’échec.
