Haftar jette ses forces dans la bataille de Derna

Tunis De notre correspondant La rencontre de Paris entre les belligérants libyens, le 29 mai dernier, a intronisé, de fait, Khalifa Haftar comme chef d’état-major de l’armée libyenne, malgré les contestations de Khaled Mechri, président du Conseil de l’Etat. L’homme fort de l’Est libyen s’est imposé à la tête de l’armée. Il est également le porte-drapeau de la lutte contre les terroristes, avec l’accord tacite de Fayez Al Sarraj, président du Conseil présidentiel du GNA. Et c’est sous cette casquette que Haftar a attaqué Derna pour déloger les troupes de Majliss Choura. Malgré les contestations du Conseil d’Etat et du mufti destitué, Sadok Ghariani, Al Sarraj n’a manifesté opposition à l’offensive. Ce sont également les avions de Haftar qui ont attaqué les convois de Saraya Benghazi, observées à l’ouest et au sud de Syrte (Hrawa et Nouflia) et auxquelles les observateurs attribuent l’intention de s’emparer de Syrte, 250 kilomètres à l’est de Misrata. Saraya Benghazi ne se sentent plus à l’aise à Misrata, qui s’approche progressivement de la réconciliation avec Haftar. De son côté, Al Sarraj ne saurait s’opposer à Haftar qui œuvre à la stabilité en Libye, travail que le GNA est incapable de mener. L’alliance entre Haftar et Al Sarraj s’est objectivement installée durant les derniers mois en Libye. Al Sarraj a surgi de l’accord de Sekhirat (décembre 2015) comme l’homme providence qui va réconcilier les Libyens entre eux. Il est entré, fin mars 2016 à Tripoli, suite à des accords obtenus par la mission de l’ONU en Libye, avec les seigneurs de guerre de la capitale libyenne (Becheur, Tajouri, Kara, Badi, Belhaj, etc.). Depuis, Al Sarraj n’est même pas parvenu à construire sa prétendue Garde nationale, ni démilitarisé les dizaines de milices qui détiennent le pouvoir réel à Tripoli. Il est donc un pouvoir sans forces de dissuasion. Convergence Par contre, Khalifa Haftar est parvenu, depuis le lancement de l’opération Al Karama (15 mai 2014), à unifier autour de lui les forces armées de l’Est libyen. «Malgré tout ce qu’on peut dire de lui en matière de libertés ou de démocratie, Haftar a rétabli l’ordre dans les zones sous son contrôle, et ce, de concert avec les principaux chefs de tribu», relève le politologue Ezzeddine Aguil. A son actif, aussi, la reprise des exportations de pétrole libyen, après trois années de vaches maigres. Les puissances internationales considèrent que les troupes de Haftar constituent le noyau de l’armée libyenne. A l’actif de Haftar, aussi, sa victoire contre Daech et ses alliés à Benghazi, malgré le soutien actif qu’ils ont reçu de manière continue de Misrata et, derrière, du Qatar et de la Turquie. Après Benghazi, les troupes de Haftar ont décidé, il y a un mois, d’en finir avec groupes armés, proches d’Al Qaîda, à Derna, les tractations, via les chefs de tribu, n’ayant pas abouti. Ainsi, Al Sarraj, le chef du gouvernement sans pouvoir réel, sauf le soutien de la communauté internationale, s’est retrouvé sur le même chemin que l’homme fort de l’Est libyen, Khalifa Haftar. Derna Le colonel Ahmed Mismari, porte-parole de l’armée, assure que les combats continuent contre les milices armées proches d’Al Qaîda et que les trois quarts de la ville de Derna sont déjà sous le contrôle de l’armée. «La progression n’est pas très rapide parce qu’il s’agit de combats de rue et nous voulons éviter les dégâts aux infrastructures de la ville», a-t-il précisé, en appelant les citoyens à s’éloigner des zones de combat. Sur un autre plan, le gros des forces spéciales, commandées par le général Ounaies Boukhemada, sont rentrées à Benghazi, après avoir accompli leur mission de mainmise sur les vallées et les hauteurs entourant la ville de Derna, pour préparer le terrain à l’entrée de l’armée. Ces diverses données en provenance de Derna font dire au politologue Ezzeddine Aguil que «la bataille risque d’être longue car l’armée a toujours procédé à l’usure, comme ce fut le cas à Benghazi. La libération des quartiers de Sabri et Souk Al Hout à Benghazi a pris presque deux ans». «L’épuration de Derna va prendre le temps qu’il faut», assure-t-il.
